Please consider keeping the Move To Folder button in the same place all of the time. Currently it sometimes shows up as a large button on the left, and sometimes as a small button on the right. I believe it's large only when a folder isn't suggested. However recommended UI design is that UI elements are consistent in appearance and position to maximize predictability and efficiency. This is especially critical b/c there's no keyboard shortcut to bring up this window (one of your competitors allows you to bring up their Move window with Ctrl-V, replacing Outlook's built-in window - that's a great idea b/c we're already trained that way and don't need it Outlook's version any more).
